DAVID STEFF
Neighbors and friends,
My name is David Steff, and I’m running to serve as your Metro Councilman for District 23 here in Louisville, Kentucky. For over 25 years, I have proudly served as President of the Apple Valley Property Owners Association, working every day to protect and strengthen our neighborhoods.
Now, I want to bring that same dedication, experience, and commitment to the Metro Council. I’m not a career politician. I’m your neighbor — someone who understands what it means to fight for our community and stand up for what’s right.

Meet David:
Married to Sharon for 37 years, father of two daughters and proud grandfather of four.
Lifelong resident of District 23 for 31+ years.
Former firefighter with the Black Mudd Fire Department.
Retired after 41 years as a union member with Philip Morris and Ford Motor Company.
Graduate of duPont Manual High School and Northwood University.
Commissioner on the Metro Planning Commission, past President of the Highview Business Association, and active in community development planning.
Proud of both of my son-in-laws, who serve their communities in public safety (police and fire)

Proud to Represent Louisville’s 23rd District
District 23 is home to some of Louisville’s most hardworking families and tight-knit communities. From the neighborhoods of Highview, Okolona, and Fern Creek, I’ve had the privilege of serving alongside neighbors who care deeply about making our city stronger.
I know the challenges we face because I’ve lived them right here:
Roads that need repair and widening as growth continues.
The need for stronger neighborhood patrols to keep our families safe.
The importance of supporting small businesses that form the backbone of our local economy.​

This campaign isn’t about political insiders or photo ops downtown. It’s about listening to the people of District 23 and making sure Louisville works for all of us — suburban and urban, every neighborhood, one city.

ISSUES & CONCERNS
Public Safety in Our Neighborhoods

District 23 families deserve to feel safe in Highview, Okolona, Fern Creek, and every community we call home.
I will fight to:

Rebuild and support our police force.

Bring back neighborhood patrols so residents feel safe walking their streets again.
-
Strengthen partnerships between law enforcement and the community to build trust and accountability.

Infrastructure
& Growth
Our part of Louisville has grown, but our infrastructure hasn’t kept up. Families in District 23 are tired of potholes, crowded streets, and drainage issues.
I will work to:
-
Repair and widen key roadways, including sections of the Outer Loop and major connecting streets in Highview and Okolona.
-
Improve drainage systems to prevent flooding in neighborhoods across District 23.
-
Ensure new development is balanced and doesn’t overwhelm our roads, schools, and public services.


One Community: Not Urban vs. Suburban
Too often, Louisville is divided between “urban” and “suburban.” That’s wrong. We are one city, one community.
As your councilman, I’ll:
-
Push for fair investment across all neighborhoods.
-
Advocate for District 23 so we are not overlooked in favor of downtown politics.
-
Make sure Fern Creek, Highview, and Okolona have a strong voice at the table.

Accountability & Independence
I am running a people-powered campaign — not one backed by developers or big business. My opponent is taking that money — I am not.
As your representative, I pledge to:

Put residents first, not special interests.

Listen to your concerns and bring them directly to Metro Council.

Stay independent, focused, and accountable to the people of District 23.
